Local chapter may be created by members of the association forming a definite, compact or adjoin territorial area in the Philippines covering at least three Provinces or one highly urbanized city. The Officers of the said chapter, their purposes, policies, direction and intended benefits, including the separate dues or charges imposed upon their members, shall be defined and determined by them following the majority rule.

They shall always keep in mind and provide, in certain degrees, for the welfare not only of their local chapter members but also the members of the APOLE in general. Their complete list shall be submitted and updated to the APOLE, INC. main office from time to time as may be determined by the board of directors.

All properties acquired by the local chapter using their own separate funds shall be owned exclusively by them: provided however in case of real properties acquired by them, the same shall be in the name of APOLE, INC., only as a mere trustee for the said local APOLE Chapter.
